Project selection has begun in Ukraine under the comprehensive recovery program with over 6.5 billion hryvnias. Local communities have already submitted 200 projects to the state digital platform DREAM, aimed at rebuilding and developing various sectors of the country.

Main Funding Directions
The largest share of funds is planned to be allocated to education — 2.2 billion hryvnias, municipal infrastructure — 1.8 billion hryvnias, and healthcare, which will receive 1.5 billion hryvnias. The Ministry of Community and Territorial Development noted that priority will be given to those projects that best meet the urgent needs of the communities.
“Particular priority will be given to projects costing up to ₴70 million, for which tenders have already been conducted and which will be completed by 2025.”
Distribution of Funds and the Role of the Digital Ecosystem
To ensure balanced recovery of the territories, the State Fund for Regional Development (SFRD) will distribute funding as follows: 50% of the funds will go to frontline regions, 30% to central regions, and 20% to western regions of Ukraine.
The DREAM system is a state digital ecosystem that ensures transparency, accountability, and oversight of all recovery projects. It operates on the principle of “one-stop shop”, allowing for the avoidance of corruption risks and attracting international investors and donors to the country’s recovery process.
