The autumn-winter period of 2024-2025 has proven to be the most difficult for Ukraine’s energy sector since the beginning of the full-scale invasion by Russia. This was stated by Ukraine’s Minister of Energy Herman Halushchenko during a briefing dedicated to the results of the heating season.

“There were no mass outages for household consumers, despite the high intensity of massive and daily targeted strikes on the energy sector. Even after the most extensive attacks, energy workers quickly restored power supply – and there were no restrictions for several days. Since January, there have been no electricity supply restrictions for the population at all,” Halushchenko noted.
According to him, this year’s heating season has been particularly challenging, as over 63,000 energy infrastructure facilities have been damaged during three years of full-scale war. In 2024 alone, massive strikes and daily targeted shelling resulted in a loss of about 10 GW of generating capacity.
Massive Attacks on the Energy System
Halushchenko emphasized that during the heating season, from November 17, 2024, to March 2025, the Ukrainian energy system experienced nine massive attacks. The most powerful of these occurred on December 13, when the energy infrastructure was attacked simultaneously by over 300 means of destruction.
Despite the intensity of the strikes, energy workers managed to restore about 60% of the damaged generation, which demonstrates their professionalism and promptness in restoring energy capacities.
