From January 1 to December 22, 2025, the state enterprise “Guaranteed Buyer” made payments to electricity producers from renewable sources totaling ₴52.73 billion. The majority of this amount – ₴45.31 billion – was paid for electricity purchased directly in 2025. Payments were also made for previous years: ₴4.82 billion for 2024, ₴1.57 billion for 2023, ₴1.03 billion for 2022, and ₴0.01 billion for 2021.

Payment Structure and Settlement Level
The level of fulfillment of financial obligations to renewable energy producers in 2025 reached 95%. For the results of 2024, this figure was 89.3%, for 2023 it was 99.2%, and for 2022 it was 66.2%.
Volumes of Green Energy Purchases
Throughout 2025, “Guaranteed Buyer” purchased 6.407 million MWh of electricity generated from renewable sources. The main part of the purchase structure is solar energy, which accounts for 92.84% of the total volume. Wind energy contributed 2.75% of the volume, bioenergy 2.56%, and hydropower 1.85%.
“Guaranteed Buyer” is a state company that purchases green energy from producers at a fixed tariff, supporting the development of renewable energy in Ukraine.
