In Ukraine, the gas tariff for 98% of the population is set at 7.96 UAH per cubic meter and will not change from May 1, 2025. The decision to extend this tariff until April 30, 2026, was made by the company Naftogaz based on the existing moratorium on price increases for natural gas.

Terms of the tariff plan
According to information from Naftogaz, the gas supply company will continue to provide gas to Ukrainian households at a fixed price of 7.96 UAH per cubic meter. This is stipulated in the tariff plan “Fixed” for residential consumers. The price will remain valid until April 30, 2026.
“The gas supply company ‘Naftogaz of Ukraine’, which is part of the Naftogaz Group, will continue to supply gas to Ukrainian households at an unchanged price – 7.96 UAH per cubic meter. This is provided for in the ‘Fixed’ tariff plan for residential clients. The price will be valid until April 30, 2026,” the company stated in its announcement.
Other gas suppliers also operate in Ukraine; however, about 98% of residential consumers use the services of Naftogaz directly.
Prospects for gas price increases
According to the Memorandum with the International Monetary Fund (IMF), Ukraine needs to develop a plan for the liberalization of gas and electricity markets within six months after the end of martial law. This involves a gradual increase in tariffs considering new tariff methodologies and social considerations.
The document states that ensuring sustainability will require an increase in gas and electricity tariffs to a level that covers costs. What the level of cost compensation will be six months after the end of the war is currently unknown.
The situation with gas has the potential to be better than with electricity, as prior to the start of the full-scale war, there was already a liberalization of gas prices for the population in Ukraine. However, in 2022, the market changed, and Naftogaz gained control over 98% of the market, whereas previously most supplies were concentrated in the hands of regional gas companies.
