Forecast of Labor Shortage in Ukraine: Agriculture and Industry Will Suffer the Most

According to the results of a study by the Ministry of Economy, a significant increase in labor demand is expected in Ukraine from 2025 to 2030. It is projected that this figure will rise by 10%, while the labor supply will increase by only 7%. This will lead to a decrease in competition in the labor market, as fewer individuals will compete for each job than currently.

The situation will be particularly critical in the agriculture and industry sectors, where, starting in 2026, the demand for personnel will exceed the available number of candidates by 30-40%. This imbalance will create serious challenges for ensuring stable growth in these industries.

The forecast takes into account that at least 33% of war refugees will return to Ukraine and also anticipates an increase in labor productivity across various sectors. However, if the pace of citizens’ return does not increase, Ukraine will need radical changes in its policies to enhance labor productivity and activate labor resources that are currently not engaged in the labor market.

To minimize the problem of labor shortages, it is necessary to improve state policy in several areas: enhance working conditions and vacant positions; stimulate the modernization of production; and reduce manifestations of ageism and other forms of discrimination in the labor market.
