The draft agreement has been completed, which includes the establishment of a joint fund to manage Ukrainian investment projects. It is expected that the document could be signed as early as Wednesday, according to anonymous sources, as negotiations are taking place behind closed doors.
Currently, Ukraine’s Minister of Economy, Yulia Svyrydenko, is traveling to Washington to finalize the agreement. Officially, there has been no announcement in Ukraine regarding the intention to sign this agreement.
Main Provisions of the Agreement
According to the draft agreement, Ukraine and the USA plan to create conditions for increased investment in the mining industry, energy sector, and related technologies in Ukraine. Washington has also expressed its readiness to support Kyiv’s intention for the agreement not to contradict its plans for EU membership, which is considered an important aspect of the negotiations.
Negotiations and Commitments
Among the significant innovations in the negotiations is that the USA has agreed that only future military assistance after the signing of the agreement will be counted in their contribution to the fund. Ukrainian Prime Minister Denys Shmyhal noted that Washington has dropped its earlier demand to include in the agreement assistance amounting to tens of billions of dollars provided to Ukraine at the beginning of the Russian invasion.
Shmyhal made this statement following a meeting with US Treasury Secretary Scott Bessen, during which this agreement was discussed, among other topics.
“There has never been such an international agreement in the world”
It is worth noting that the agreement has been under discussion since the second term of Donald Trump’s presidency, and its signing was initially planned for February. However, its implementation was postponed due to the conflict during the meeting between Trump and Ukrainian President Volodymyr Zelensky in the Oval Office.
