The European Commission has completed work on the 17th package of sanctions against Russia, as reported by international news agencies Bloomberg and Reuters. The new package proposes restrictions on more than 150 vessels associated with the so-called “shadow fleet.” This fleet is used by Russia to circumvent oil sanctions, and with these new measures, the total number of sanctioned tankers will exceed 300.

In addition, the European Commission proposes to impose sanctions on over 60 individuals and entities, including around 50 companies. This list includes five Chinese enterprises and 31 companies that support the Russian army or help evade existing restrictions.
Control over technologies and energy project
Furthermore, there are plans to strengthen export controls on dual-use goods and advanced technologies. At the same time, it is proposed to extend the sanctions exemption for the Russian energy project “Sakhalin-2” until June 2026, considering its importance to Japan.
Expectations during the EU Foreign Ministers’ meeting
The foreign ministers of EU countries may approve this package on May 20 at a meeting in Brussels. Poland, which holds the presidency of the European Council, hopes that the new sanctions will be finalized by July 1, before the end of Warsaw’s presidency on June 30.
Ukrainian President Volodymyr Zelensky also announced important diplomatic steps in the coming weeks related to new packages of international assistance and increasing pressure on Russia.
