Starting September 1, 2025, an increase in electricity tariffs for large industrial consumers is expected in Ukraine. For households, however, the tariff will remain unchanged at 4.32 UAH per kWh, according to government resolution No. 632. This tariff will be in effect at least until October 31, 2025.

Changes in Tariffs for Industry and Distribution System Operators
The National Commission for State Regulation of Energy and Public Utilities (NKREKP) plans to increase electricity distribution tariffs for several distribution system operators (DSOs). The main reason for this step is the need to settle debts to the transmission system operator “Ukrenergo” and to ensure funding for preparations for the heating season.
According to calculations, distribution tariffs for first-class voltage industrial consumers will rise by an average of 14%, while for second-class consumers, the increase will be 23%. The largest increases are expected in Rivneenergo, Kirovohradenergo, and Khmelnytskyenergo, while the smallest increases will occur in Chernihivenergo, Cherkasyenergo, and Lvivenergo.
Additionally, starting October 1, 2025, a review of distribution tariffs for companies operating in frontline regions, such as Zaporizhzhiaenergo, Mykolaivenergo, Sumyenergo, Kharkivenergo, and PEEM CEC, is planned. The final decision on the relevant draft resolutions is to be made by the regulator at a meeting on August 26.
Electricity Costs for Households and Ways to Save
Since the tariff for residential consumers will not change, an average family of three will pay between 562 and 734 UAH per month in September 2025, depending on whether they have a gas stove. Specifically, with a consumption of 130 kWh (with a gas stove), the payment will be 561.6 UAH, while using 170 kWh (without a gas stove) will cost 734.4 UAH per month.
With two-zone meters, electricity costs half as much from 11:00 PM to 7:00 AM – 2.16 UAH per kWh instead of 4.32 UAH.
For those looking to save, it is recommended to install a multi-zone meter. A two-zone meter allows for paying half the price for electricity at night. If 30% of consumption occurs during nighttime hours, this can save up to 100 UAH each month.
A three-zone meter offers even more flexible tariffs:
- from 11:00 PM to 7:00 AM (night) – 1.728 UAH per kWh;
- from 7:00-8:00 AM, 11:00 AM-8:00 PM, 10:00-11:00 PM (semi-peak) – 4.34 UAH per kWh;
- from 8:00-11:00 AM, 8:00-10:00 PM (peak) – 6.48 UAH per kWh.
This system is most suitable for households with high electricity consumption that can control the timing of their appliance usage. To switch to multi-zone accounting, one must contact the electricity supplier, pay for the meter, and wait for installation, which may take several weeks.
