In Ukraine, identification of pensioners and recipients of insurance payments living in temporarily occupied territories or temporarily residing abroad must be completed by December 31 of this year. Which Categories of Citizens Must Undergo Identification
According to current regulations, mandatory identification applies to individuals who:
- live in temporarily occupied territories;
- have been outside Ukraine for an extended period.
As noted by the Pension Fund of Ukraine, this procedure must be completed annually by December 31. Otherwise, pension or insurance payments may be suspended.
“Physical identification is the procedure for establishing a person’s identification data based on verified documents,” explains the Pension Fund of Ukraine.
Ways for Pensioners Abroad and in Occupied Territories to Undergo Identification
Pensioners and recipients of insurance payments can undergo identification in several ways:
- Online through the Pension Fund’s electronic services portal: for this, one must log in to their personal account on the portal using the qualified electronic signature “Diia.Signature” (“Diia ID”), created in the “Diia” application.
- Video conferencing with a Pension Fund employee: by prior request, identification can be completed during a video call, preparing a passport or another identification document, and answering questions from the fund’s employee. The video conference is conducted under established rules with guarantees for the protection of personal data.
- Through Ukraine’s diplomatic missions abroad: citizens who are abroad can contact the embassy or consulate of Ukraine to obtain a document confirming their living status. This confirmation, along with an application for the continuation of payments, should be sent by mail to the territorial office of the Pension Fund.
- In person at a service center or banking institution: if an individual is in a controlled territory, they can visit any Pension Fund service center or authorized bank, present an identification document, and undergo identification.
An application for identification via video conferencing can be submitted through the Pension Fund of Ukraine’s electronic services portal by filling out the appropriate electronic form or by contacting the Pension Fund’s call center at the following numbers: 0 800 503 753, (044) 281-08-70, (044) 281-08-71.
Compliance with this requirement is mandatory for the uninterrupted receipt of pension and insurance payments.
