Starting September 1, 2025, electricity distribution tariffs for distribution system operators (DSOs, regional energy companies) in Ukraine will increase. This decision was made by the National Commission for State Regulation in the Spheres of Energy and Public Utilities (NERC) during a meeting on August 26.

Which Consumers Will Be Affected by the Tariff Changes?
The tariff increase will affect industrial and commercial consumers belonging to the first and second voltage classes. For the first class (consumers receiving electricity at voltages above 27.5 kV), the tariff will rise by approximately 14%. The second class (voltage below 27.5 kV) will face an increase of about 23%.
The highest price increases are expected for the following electricity network operators:
- “Kirovohradoblenergo”
- “Rivneoblenergo”
- “Khmelnytskoblenegro”
The least change in tariffs will occur for DSOs in Chernihiv, Lviv, and Cherkasy regions.
Future Plans and Impact on Household Consumers
Starting October 1, NERC plans to review distribution tariffs for regional energy companies operating in frontline areas. This concerns “Zaporizhzhiaoblenergo”, “Mykolaivoblenergo”, “Sumyoblenergo”, and “Kharkivoblenergo”.
For household consumers, tariffs will remain unchanged: the cost of electricity is fixed by government resolution No. 632 at 4.32 UAH/kWh. This price will remain in effect at least until October 31, 2025.
“The goal of the initiative is to reduce mutual debt burdens and enable the preparation of necessary emergency stockpiles in case of hostile shelling.”
For a family of three using a gas stove, the average monthly electricity payment in September will be 561.6 UAH (for a consumption of 130 kWh), and for those without a gas stove — 734.4 UAH (for a consumption of 170 kWh). Thus, for the population, electricity prices remain stable despite the tariff increases for businesses.
