In the Mykolaiv and Kyiv regions, the construction of housing for internally displaced persons and specialists in need of support is actively underway. The Kryvoozerska community in Mykolaiv region, with the assistance of Denmark, has already received five new modular houses, each covering an area of 100 square meters. Additionally, a modern medical clinic has been opened here, and in the future, plans are in place to build seven more similar homes. Previously, similar houses were constructed in the Domanivka community, where nine housing units were built. In Pervomaisk, active construction of over 50 modular homes has begun. These houses are intended for free accommodation of internally displaced persons, as well as for medical professionals, educators, and other specialists in need.

Pilot Project in Kyiv Region
A project for the construction of a municipal housing complex for displaced persons from Mariupol has started in Bila Tserkva. The complex will include 16 buildings with a total of 1,000 apartments, capable of providing housing for over 3,000 people. It is planned that the rent for residents will not exceed 30% of the average total family income, but will not be more than 4,000–6,000 hryvnias per month. At the same time, some categories of internally displaced persons will have the opportunity to live in these homes for free.
EBRD Supports Affordable Housing
The European Bank for Reconstruction and Development (EBRD) has provided a credit line of up to €100 million to companies involved in the design, construction, and management of affordable housing in Ukraine. The funding will be directed towards the implementation of the “Steps to Prosperity” program aimed at providing housing for internally displaced persons, elderly people, and war veterans. The program is overseen by American developer and philanthropist Dell Loy Hansen.
The initial tranche of €7.1 million will finance the first phase of the project, which involves the construction of two affordable rental housing facilities certified under the EDGE standard in the Kyiv region. This phase plans to create 182 new housing units.
In subsequent stages, the program is expected to be scaled up to approximately 1,800 energy-efficient housing units in various regions of the country by 2029.
