European higher education institutions traditionally remain the most popular among Ukrainian students. Many applicants consider the possibility of enrolling in universities in Germany, Poland, and the Czech Republic.

Studying in Poland
Ukrainians who have received the Pole’s Card or have official confirmation of Polish descent and possess a high level of proficiency in the Polish language can take advantage of the right to free education in Poland. Those without such documents can compete for budget places among foreign students. There is also the option to start studying on a paid basis with the possibility of later transferring to a budget position.
Tuition fees in Poland remain among the lowest in Europe, even for English-language programs: on average from 1000 to 3000 euros per year. One of the most advantageous offers is studying at Jagiellonian University in Krakow, where the annual tuition starts at 900 euros. Lodz University of Technology offers tuition from 1300 to 1500 euros per year. The costs at private universities in Poland often match those of public institutions, and sometimes are even lower. For example, the Katowice School of Economics has fees ranging from 680 to 1000 euros per year, Collegium Civitas charges about 1100 euros per year, and the Krakow Academy named after A. F. Modzewski starts from 500 euros per year.
Studying in the Czech Republic and Germany
In the Czech Republic, education for Ukrainians depends on the language of the program: it is free for Czech-language programs at public universities, but this requires passing entrance exams, starting with a language test. Programs in English cost between 1500 and 5000 euros per year.
In Germany, education at public universities is usually free, except for a semester fee (250–400 euros). However, programs in English can cost between 1500 and 5000 euros per year.
In Scandinavian countries, where the level of education is consistently high, the cost of education for Ukrainians in 2025 is paid: in Norway, it ranges from 7000 to 15,000 euros per year, while in Sweden and Finland, it ranges from 8000 to 18,000 euros per year.
In the United Kingdom, the average cost of education in 2025 ranges from 12,000 to 20,000 pounds sterling per year. In Ireland, prices are somewhat lower: from 10,000 to 18,000 euros. Many foreign students choose to study in Scotland, where the cost is 6000–7000 pounds per year, while the cost of living here is significantly lower than in England, yet the level of education remains high.
