Construction Costs of Shopping and Entertainment Centers in Ukraine Increased by 20% During the War

Active construction of shopping and entertainment centers (SECs) continues in Ukraine. Since the beginning of 2022, 56 SECs have been started or resumed, totaling nearly 1 million square meters of retail space. Approximately 250,000 square meters are expected to be commissioned in 2025, corresponding to 14 new shopping centers. An additional 280,000-290,000 square meters are anticipated in 2026, as reported by the head of the Ukrainian Council of Shopping Centers, Maxim Gavryushin.

Impact of the War on Construction Costs

According to Gavryushin, the highest activity is observed in the western and central parts of Ukraine. The war has significantly affected the construction costs of SECs, particularly due to new legislative safety requirements, including the installation of shelters. On average, costs have increased by 20%. However, the increase is uneven: general construction work has risen by about 10-15% in currency equivalent, while engineering systems, networks, and specialized equipment have increased by 30-35%.

Costs for Shelters and Energy Efficiency

The construction of shelters has become a separate cost item. For example, a shelter covering 3,000 square meters costs at least $3 million in additional expenses. Furthermore, in recent years, issues of energy independence and energy efficiency have become relevant. Most new projects include the installation of generators at the design stage.
