In 2025, state support for young parents in Ukraine continues in the form of payments upon the birth of a child. Such payments provide significant financial assistance to families in the early years of a child’s life.

Amount and Procedure for Payments at Birth
According to current legislation, the total amount of the payment upon the birth of a child in 2025 is 41,280 hryvnias. The money is transferred to one of the parents or guardians living with the child. The payment is made in two stages: initially, a one-time payment of 10,320 hryvnias is made immediately after the child’s birth, and the remaining amount is paid in equal parts over three years at 860 hryvnias per month.
To receive the assistance, it is necessary to apply to the labor and social protection authority with the appropriate set of documents. This includes the recipient’s passport and the child’s birth certificate, and in the case of guardianship, documents confirming guardianship authority. Bank details for the transfer of funds must also be submitted.
Reasons for Denial and Changes in Payments
Payments may be canceled or denied in the case of an incomplete set of documents, deprivation of parental rights, refusal to raise the child, misuse of assistance, the mother being in a penal institution with the newborn, the child being taken away or adopted, as well as termination of guardianship. Furthermore, payments are stopped in the event of the recipient’s or the child’s death.
“Assistance may be canceled if the person claiming it has been deprived of parental rights, refused to raise the child, or misused the assistance. Additionally, if the newborn and the mother were placed in a penal institution, if the child was taken away, adopted, or guardianship was terminated.”
An application for assistance must be submitted no later than 12 months from the child’s birth; otherwise, the payment may not be assigned.
The amount of assistance does not depend on the number of children in the family — after changes that came into effect in 2014, the payment amount for each child is the same and amounts to 41,280 hryvnias.
Will the Amount of Assistance Change in 2025
The amount of the payment was determined back in 2020, and there are currently no official decisions regarding its review for an increase. However, discussions are ongoing about raising the assistance for the birth of the first and each subsequent child to 50,000 hryvnias. It is also proposed to introduce prenatal support for pregnant women amounting to 100% of their salary, assistance for recovery after childbirth, and support under the “eCradle” program for parents returning to work after the child reaches one year of age.
As before, families will receive a one-time natural assistance package upon the birth of a child — the “baby package.” For now, its amount will remain unchanged, although experts believe that due to the rising cost of the consumer basket, a review of the amount would be appropriate.
