The Cabinet of Ministers of Ukraine has announced the launch of a large-scale experimental program aimed at speeding up the construction and restoration of key infrastructure facilities in the country. According to the new rules, contractors will be responsible for both the development of project documentation and the execution of construction works.

Experimental Project “Design and Build”
Prime Minister Yulia Svyrydenko reported that the new initiative is called “Design and Build.” It stipulates that the state will organize tenders not only for design but for the entire cycle of project implementation—from creating documentation to the actual construction of housing, hospitals, schools, and other important facilities.
“We are launching the experimental project ‘Design and Build.’ It will allow us to build or restore housing, hospitals, schools, and other vital infrastructure more quickly,” she stated.
Implementing European Experience
According to the Prime Minister, this approach, known as Design-build, has long been successfully applied in European Union countries and has proven to be an effective mechanism in the field of infrastructure development. The program’s implementation will last for two years and will be overseen by the Ministry of Community Development, Territories, and Infrastructure of Ukraine, as well as the Recovery Agency.
It is expected that the implementation of this model will significantly reduce the timelines for construction projects, enhance the efficiency of public funds usage, and allow for faster restoration of critically important facilities across the entire country.
