Cabinet Extends the Use of the Winter Thousand Program until February 2026

The Cabinet of Ministers of Ukraine has made a decision to extend the use of the assistance of 1,000 hryvnias under the state program “Winter Support.” From now on, recipients of this assistance can utilize the funds until the end of February 2026, regardless of how they submitted their application.

Application and Use of the Winter Thousand

Citizens who receive pensions and social payments through Ukrposhta, as well as those who submitted their applications in person at the branches, will have the same timeframe to use the funds. Previously, there were restrictions for different categories of recipients: payments could only be used during December 2025 or January 2026.

Applications for the “Winter Thousand” can be submitted until December 24, 2025. There are two available methods: online through the “Diia” app or in writing at over 26,000 Ukrposhta branches across the country. As of December 10, Ukrainians have submitted over 16 million applications, of which nearly 13 million were submitted online, and another 1.2 million at post offices.

“Winter Support” has already been financed for over 11.9 million Ukrainians, including payments for children. A separate application must be submitted for each child.

Program Details and Application Features

Holders of the “National Cashback” card issued through “Diia” have already spent over 3.4 billion hryvnias. The funds are primarily used for paying utility bills, purchasing medications, books, and for charity. It is important: any remaining balance on this card must be spent by June 30, 2026.

Often, applications at Ukrposhta branches are submitted by pensioners who receive payments to their bank accounts and do not use the “Diia” app. Ukrainians without an identification number and guardians of incapacitated persons can also apply for assistance. Guardians must have documents confirming their identity and guardian status.

For those who are unable to visit a branch in person, there is an option to submit an application by phone to the Ukrposhta hotline at 0 800 300 545 — in this case, a postal worker will visit their home and assist with the application process. Residents of frontline regions without a stationary branch can use mobile Ukrposhta points. After the funds are credited, Ukrposhta sends an SMS with detailed information.
