Bonuses for Civil Servants in 2025: Amounts, Conditions, and Payment Restrictions

The National Agency of Ukraine for Civil Service (NACS) has published an official clarification regarding the bonuses for civil servants in categories “B” and “C” in those government bodies where job classification has already been conducted. The updated rules pertain to bonus payments based on the results of annual performance evaluations in 2025.

Rules for Fund Formation and Bonus Amounts

The source of bonus payments for civil servants remains the state budget. Bonuses are calculated within the approved payroll fund, taking into account evaluation results and performance indicators. Payments are only possible if there are sufficient funds in the payroll fund, and they have certain restrictions:

  • The annual bonus amount cannot exceed 30% of the permanent salary fund of the government body;
  • The monthly bonus cannot exceed 30% of the salary rate;
  • The quarterly bonus can be up to 90% of the salary rate.

The total bonus amount for a single civil servant throughout the year must not exceed 30% of their stable salary fund. For example, if the salary rate is 39,839 UAH, then with the allowances defined by legislation, the annual bonus based on evaluation results can reach approximately 75,000 UAH, which is no more than 10.32% of the stable salary fund.

Who Receives Bonuses and for What

Bonuses for the year are paid to civil servants who have received an excellent evaluation at the end of the year. The decision to award a bonus is made by the head of the civil service. The main criteria are the employee’s personal contribution to achieving the results of the government body, initiative, quality of task execution, effectiveness, and adherence to deadlines.

“Bonuses may be awarded monthly, quarterly, or based on annual results — at the discretion of the head of the civil service.”

There are a number of restrictions: bonuses are awarded solely within the available payroll fund. If an employee receives maximum bonuses monthly or quarterly, their annual bonus percentage is proportionally reduced. Establishing a uniform bonus percentage for all employees is prohibited, as it violates the principle of linking rewards to actual work results.
