Starting in January 2026, for certain categories of citizens, the right to benefits for housing and utility payments will be determined automatically. This decision significantly simplifies the process of obtaining assistance for those who have already received such support in the previous period.

Conditions for Automatic Benefits Assignment
According to information from the Pension Fund of Ukraine, benefits are granted provided that the average monthly total income of the beneficiary’s family per person over the last six months does not exceed a specified level that qualifies for a tax social benefit. In 2026, this figure is set at 4,660 hryvnias.
When determining the right to benefits, information from the State Tax Service of Ukraine regarding the income of the beneficiary and their family members for the third and fourth quarters of the previous year is taken into account.
Procedure for Reporting and Determining Eligibility for Benefits
Insurers must submit tax reports for the fourth quarter of 2025 to the State Tax Service of Ukraine no later than February 9, 2026. After receiving income data, the Pension Fund of Ukraine will automatically determine the right to benefits for individuals who have already received them in 2025, provided they meet the requirements.
There is no need to contact the Fund’s authorities additionally, except in cases where there have been changes in the beneficiary’s family composition, place of residence, or the list of services for which benefits have been assigned.
If the average monthly total income of the beneficiary’s family per person exceeds the threshold level (4,660 hryvnias), citizens may apply for a housing subsidy.
