Arguments for Unblocking Arms Exports from Ukraine in the Verkhovna Rada

The head of the parliamentary committee on finance, Danilo Hetmantsev, urged the government to intensify support for exporters, specifically emphasizing the need to unblock the export of military products. In his opinion, this step could address several important tasks at once.

Four Key Tasks

According to Hetmantsev, unblocking the export of military goods can:

  • attract additional financial resources from foreign customers;
  • utilize capacities that are currently underused due to a lack of own funds;
  • increase revenues to budgets at all levels;
  • reduce the trade deficit.

State of Foreign Trade

Hetmantsev also provided statistics regarding the negative balance of foreign trade. Exports remained at last year’s level, while imports increased by more than 13%, amounting to an additional $2.9 billion. The negative balance of foreign trade in goods from January to April 2025 reached $11.5 billion, with this figure increasing by an average of $2.9 billion each month.

It is worth noting that the export of military technologies from Ukraine is not legally prohibited. However, since February 2022, the country has effectively exited the global market: manufacturers either received negative responses to export applications or received no responses at all.
