In the residential building of former Interior Minister Vitaliy Zakarchenko, who is under arrest and has been transferred to the management of the National Agency for the Detection and Management of Assets (ARMA), unauthorized residents have been recorded. This was reported by ARMA on April 10.

Illegal use of arrested property in the center of Kyiv
This concerns a house in the center of Kyiv, which was arrested by a court decision and transferred to the agency’s management with a prohibition on use by third parties. During an inspection of the property on April 1, ARMA representatives found people in the house who were using it based on a so-called sublease agreement.
“The mentioned ‘agreement’ has no legal force, as the property is under arrest and has been transferred to the Agency with a prohibition on use by third parties. Thus, this constitutes a deliberate violation of the court decision and illegal use of the arrested asset,” stated ARMA.
According to the agency’s assessment, the discovered facts indicate signs of illegal actions regarding the arrested property. In this regard, ARMA has informed law enforcement agencies and initiated the inclusion of relevant data in the Unified Register of Pre-Trial Investigations for “immediate response.”
The history of the arrested house and Zakarchenko’s case
In November 2025, Minister of Economy, Environment, and Agriculture Oleksiy Sobolev reported that the house of former Interior Minister during Viktor Yanukovych’s era, Vitaliy Zakarchenko, was put up for auction, but the sale did not take place due to lack of results.
Vitaliy Zakarchenko headed the State Tax Service from 2010 to 2011, and from 2011 to 2014, he served as Minister of Internal Affairs. After the fall of Yanukovych’s regime and the victory of the Revolution of Dignity, he left Ukraine and fled to Russia.
In Ukraine, Zakarchenko is accused of treason, creating a criminal organization, organizing serious crimes against participants of the Revolution of Dignity, as well as laundering proceeds obtained through criminal means. Some criminal cases have already been transferred to court, and his property has been seized for the benefit of the state.
ARMA emphasizes that after the cessation of illegal activities, the agency will ensure the lawful management of this asset in the interests of the state.
