Anniversary of the Reserve+ App: Achievements and Innovations

During the first year of operation of the mobile application “Reserve+”, the number of users exceeded 4 million. Among the significant achievements are new features for conscripts, including an electronic military document, a deferment application feature, an electronic referral to the military medical commission (MMC), as well as access to military job vacancies through recruitment.

New Opportunities for Users

The “Reserve+” app has introduced five types of deferments that are generated online, providing convenience and speed without queues. The Ministry of Defense emphasized that the electronic referral to the MMC is the first stage of a digital reform aimed at simplifying this procedure and making it transparent and fair. According to official data, 200,000 referrals have already been generated.

Expansion of Military Job Vacancies

Additionally, there are now over 9,000 current job vacancies available in the recruitment sector — the largest list to date. The “Reserve+” app has accumulated about 100,000 applications for various vacancies, of which up to 5,000 are responses to “Drone Line” vacancies.

“The app is shaping a new attitude among citizens towards the military as a modern, transparent, and accountable institution. This is digital transformation — when technology not only automates processes but also changes the state’s attitude towards individuals and individuals’ attitudes towards the state,” noted Kateryna Chernohrenko, Deputy Minister of Defense of Ukraine for Digitalization.

She also pointed out that “Reserve+” fulfills a human rights function, as many Ukrainians were unaware of their rights during mobilization prior to the full-scale invasion. Thanks to this service, people with disabilities, large families, and students have been able to exercise their legal right to deferment online, without queues, paperwork, or unnecessary waiting.

“For the first time, citizens have gained open access to information about what the state knows about them in the “Oberih” registry. This is transparency. Now everyone can not only see information about themselves but also timely identify errors in data or violations related to military registration,” emphasized Chernohrenko.
