Humanitarian Support to Protect the Population from the Cold

The European Union expects that the new package will enhance Ukraine’s readiness for winter conditions and protect the civilian population from extreme cold. It includes the supply of materials for repairing damaged housing and centers for internally displaced persons, improving access to water supply, sanitation, and heating. The package also includes cash assistance, solid fuel, heating appliances, insulation materials, and the organization of emergency heating points.

“Winter brings new challenges to millions of Ukrainians who are already suffering from the consequences of Russia’s war. We must stand united in solidarity, strengthen our collective humanitarian response, and protect the most vulnerable in the upcoming cold months. With this additional 40 million euros, we reaffirm our commitment to the people of Ukraine – with solidarity, humanity, and determination,” said European Commissioner for Crisis Management Janez Lenarčič.

The UK Increases Financial Support for Ukraine

The UK government has announced the allocation of 142 million pounds (approximately 164 million euros) to support Ukraine during the winter period and the following year. Of this amount, 100 million pounds will be directed towards humanitarian aid for residents of frontline regions, including the restoration of water supply systems, heating, job creation, and strengthening Ukraine’s resilience against Russian aggression.

Additionally, 42 million pounds are earmarked for urgent repairs of electrical networks and the implementation of protective measures for Ukraine’s gas and energy infrastructure, which is particularly relevant with the onset of cold weather.

In July, European Commission President Ursula von der Leyen proposed allocating 100 billion euros for Ukraine in the long-term EU budget for 2028-2034.

In August, the Institute for the Study of War reported that Russia may intensify attacks aimed at worsening the state of Ukraine’s energy infrastructure ahead of the upcoming winter.
