The President of Ukraine, Volodymyr Zelensky, has approved a law that defines the main principles of state housing policy. The document provides for the creation of new mechanisms for renting and acquiring housing, as well as promoting the development of housing funds with the involvement of international financial assistance and investments.

New Approaches to Providing Housing for Citizens
The law introduces a modern system for providing housing, which includes the development of social and service housing, as well as the creation of specialized housing funds. Citizens will gain access to various financial and credit instruments, including mortgage and leasing programs, social housing rentals, and rent-to-own options. These approaches will significantly expand the opportunities for Ukrainians to obtain their own housing.
Digitalization of the Housing Queue and Transparency of Processes
As part of the reform, a Unified Information and Analytical Housing System and a register of housing needs will be created, where information about the housing stock, queues, submitted applications, and active programs will be collected. This will ensure transparent accounting of housing and an objective distribution of state support. All applications will be processed through a single digital system, minimizing the influence of officials and speeding up the consideration of issues.
“The housing queue remains, but it will function in a digital format. All applications will be processed through a single system, which will allow for the automation of the process, minimize the influence of officials, and expedite the review,” the Council reports.
Citizens will be able to independently track the status of their applications, receive offers, and access open information about support programs. The law also prohibits the privatization of service and communal housing to ensure that the state housing stock and community funds remain accessible to those in need.
For certain categories of the population, such as orphans or individuals leaving boarding schools, clear timelines and mechanisms for providing housing—temporary or social—have been established, along with preferential lending conditions. The implementation of a digital housing distribution system eliminates the possibility of subjective interference and ensures fair access to support. State assistance in the form of benefits and loans will become more structured and targeted, and opportunities for renting and subsequently purchasing housing will be significantly expanded.
