Zelensky Presents Detailed 20-Point Peace Plan for Ukraine

Ukrainian President Volodymyr Zelensky has presented a comprehensive list of twenty points of a peace plan, which was jointly developed by Ukraine and the United States. On December 24, the Russian Federation is expected to provide its official response to this document during a meeting with the American side.

Key Provisions of the Peace Plan

The peace plan outlines the fundamental principles for ending the war and ensuring security guarantees for Ukraine. Among the main points is the affirmation of Ukraine’s sovereignty by all signatories of the agreement, the establishment of a monitoring mechanism using space technologies, as well as the implementation of “robust” security guarantees for the Ukrainian state.

The military contingent of the Armed Forces of Ukraine will remain at 800,000 personnel in peacetime. The United States, NATO, and European countries that sign the agreement will provide Ukraine with security guarantees similar to Article 5 of the North Atlantic Treaty. The document also stipulates the introduction of global sanctions against Russia in the event of a new invasion, as well as the cancellation of guarantees if Ukraine violates the agreements.

It is specifically stated that the Russian Federation commits to enshrining a non-aggression policy in its laws and ratifying the relevant documents. It is also specified that Ukraine will become a member of the European Union within a specifically designated timeframe and will receive short-term privileged access to the European market.

Economic Reconstruction, Energy, and Humanitarian Block

The plan envisions the creation of a separate agreement on investment and economic development, a broad package for the reconstruction of Ukraine, and attracting up to 800 billion dollars through various financing mechanisms. Ukraine commits to remaining a non-nuclear state, and the operation of the Zaporizhzhia Nuclear Power Plant will be conducted jointly by Ukraine, the United States, and Russia in various proportions, according to the proposals of the parties.

Particular attention is paid to issues of territorial integrity. The line of troop deployment at the time of signing the agreement is recognized as the de facto line of contact in the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. It is proposed to create a working group to determine the parameters of special economic zones and the movement of forces necessary to end the conflict. Options for demilitarization and the establishment of “free economic zones” in disputed regions are being considered.

“We are in a situation where the Russians want our exit from the Donetsk region, while the Americans are trying to find a way for it to be a ‘non-exit’ – because we are against exiting – they want to find a demilitarized zone or a free economic zone in this context, meaning a format that can satisfy both sides,” Zelensky noted.

The plan also includes commitments from both sides not to change future territorial agreements by force, guarantees freedom of navigation on the Dnipro River and in the Black Sea, and the demilitarization of the Kinburn Spit. It provides for the establishment of a humanitarian committee for the return of prisoners of war, civilian hostages, and addressing humanitarian issues, as well as conducting presidential elections in Ukraine as soon as possible after the signing of the agreement.

The implementation of the agreement will be monitored by a special Peace Council chaired by President Trump, which will include Ukraine, the United States, Europe, NATO, and Russia, with sanctions imposed for violations. Following the signing of the agreement by all parties, a complete ceasefire must take effect immediately, and the document will be submitted for ratification by parliament or a nationwide referendum.
