Zelensky Calls for Security Cooperation in the Three Seas Format

Ukrainian President Volodymyr Zelensky addressed the summit of the Three Seas countries, calling for deepening security cooperation among the states in the region. He emphasized that, despite the lack of changes in Russia’s behavior, Ukraine needs new approaches to collective security.

Zelensky noted that “unfortunately, Russia is still nearby, and we do not see any real changes in its behavior. Therefore, changes must come from our side – we need greater security cooperation. Ukraine proposes to implement this in the Three Seas format,” he said.

Cooperation Priorities

The head of state outlined several key areas where cooperation is critically important:

  • Energy Protection: The President suggested protecting energy infrastructure, especially in border areas with Russia, as well as developing joint action plans for emergencies. He stressed the need to assess the readiness of countries to protect and restore energy systems in case of threats.
  • Backup Power: This involves creating reliable energy networks, pipelines, and communication systems that consider backup routes, so that each country can support another during crises.
  • Logistics: Zelensky highlighted the importance of improving logistical connections in the region. “Just as the Baltic Sea can help when problems arise in the Black Sea, the Black Sea should also support countries in times of crisis,” he noted.

The Need for Peace

The President called for quick access for countries to the Adriatic Sea in case of regional crises. “This is not just about trade – it is a matter of people’s security. And we all must have quick access to the Adriatic Sea – in case something happens in the region,” he emphasized.

Zelensky stressed that achieving these ambitious plans requires long-term peace, which can only be reached through the unification of efforts from all states.
