Zelensky Approved Sanctions Against Four Individuals Including Klyuev

The President of Ukraine, Volodymyr Zelensky, signed a decree that formalizes the decision of the National Security and Defense Council (NSDC) to impose sanctions against four individuals. Among these individuals are former head of the Presidential Administration Andriy Klyuev and former owner of the Gulliver shopping and entertainment center and the Eldorado store chain, Viktor Polishchuk.

The sanctions, which include asset blocking, apply to Andriy Klyuev, Viktor Polishchuk, as well as Alona Shevtsova, a former shareholder of one of Ukraine’s banks, and Serhiy Arbuzov, a former Deputy Prime Minister in Mykola Azarov’s government. In particular, the sanctions against Serhiy Arbuzov include:

  • deprivation of awards;
  • asset blocking;
  • trade operation restrictions;
  • flight restrictions within the territory of Ukraine;
  • suspension of economic obligations;
  • prevention of capital withdrawal;
  • termination of licenses;
  • prohibition of participation in privatization;
  • prohibition on defense procurement and land purchases.

According to the decree, Andriy Klyuev holds Russian citizenship, while Viktor Polishchuk and Alona Shevtsova are citizens of Ukraine. It is important to note that the High Anti-Corruption Court (HACC) has already chosen a preventive measure in the form of detention for Andriy Klyuev.

On March 14, the HACC allowed for a special investigation in the case of Klyuev due to his involvement in the misappropriation of state funds amounting to 195 million hryvnias. President Zelensky also stripped several former ministers and officials from the time of Viktor Yanukovych, including Andriy Klyuev, of their citizenship.

Recall that in January 2020, the HACC chose a preventive measure in the form of detention for Serhiy Arbuzov, who is suspected of committing a criminal offense under part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement, misappropriation of property, or acquisition of it through abuse of office).
