There are about 270 thousand public services in Ukraine — screening results

Approximately 270 thousand public services have been identified in Ukraine, provided by nearly 15 thousand different entities at both central and local levels. This data was obtained during the first stage of the national screening, which started in March 2026 for a comprehensive inventory and analysis of the needs of citizens and businesses.

Scope of Public Services and Features of Their Provision

As reported by Marina Bobranitska, Director of the Directorate for E-Governance and Public Services at the Ministry of Digital Transformation, the screening covered all levels of government and municipal institutions. A special questionnaire was developed for data collection, which all identified service providers filled out during March 2026. As a result, it was recorded that there are about 270 thousand public services operating in the country.

“First and foremost, it is essential to clearly establish how many services exist in the state, both at the central and local levels. We developed the appropriate questionnaire, and throughout March, all identified entities provided their responses. So today we have about 270 thousand public services provided by nearly 15 thousand entities,” said Bobranitska.

In comparison, the state register of administrative services maintained by the Ministry of Digital Transformation currently lists only about 2.6 thousand services. This discrepancy indicates a significantly broader range of services provided by various government bodies, municipal enterprises, and other participants, often without standardized criteria.

Plans for Optimization and Digitalization

As emphasized by Marina Bobranitska, the first stage of the screening was solely focused on data collection. The next step will involve a detailed analysis of the information obtained, aimed at eliminating duplicate services, standardizing procedures, and abolishing outdated or irrelevant services. Special attention is planned to be given to transitioning the maximum number of services to an online format, which will help reduce bureaucratic barriers, simplify life for citizens, and save their time.

Currently, the Ministry of Digital Transformation is moving to the analytics phase. The agency plans to submit a report to the Cabinet of Ministers by May 1 of this year. At the same time, cases are already being noted where identical services in different regions have different names or vary in document requirements, complicating access for citizens.

It is worth noting that there are over 5 thousand administrative service centers (ASCs) operating in Ukraine, providing more than 65 thousand services daily.
