Which Countries Provide Ukraine with the Most Financial and Military Support in 2025

For over three years of large-scale war, the leaders among allies in terms of assistance to Ukraine have remained unchanged. As of the end of April 2025, the main donors are the USA, the United Kingdom, and Germany, which have provided the largest amounts of financial, military, and humanitarian support. At the same time, the Baltic and Scandinavian countries demonstrate the highest level of assistance relative to their own economies, dedicating a significant portion of their budgets to support Ukraine.

Top 5 Countries by Absolute Amounts of Assistance

According to analytical estimates, since January 2022, the largest sums of assistance to Ukraine have been transferred by the following countries:

  1. USA – €114.63 billion.
  2. United Kingdom – €19.27 billion.
  3. Germany – €15.92 billion.
  4. Japan – €10.74 billion.
  5. Canada – €10.36 billion.

Assistance Relative to GDP: Baltic and Scandinavian Countries Among the Leaders

In addition to absolute values, an important indicator is the share of assistance as a percentage of the country’s GDP. By this criterion, the countries that support Ukraine the most are:

  1. Estonia – 2.63% in direct assistance and an additional 0.39% through EU contributions.
  2. Denmark – 2.58% and 0.38% respectively.
  3. Lithuania – 1.92% and 0.35%.
  4. Latvia – 1.54% and 0.37%.
  5. Sweden – 1.29% and 0.35%.

In addition to assistance from individual countries, European institutions also play a significant role. The contribution from the European Union has reached €61.18 billion, which has become an important source of support for the Ukrainian economy and defense.

At the same time, some states are almost not involved in supporting Ukraine. Among them are Iceland, Turkey, New Zealand, and Hungary, which have limited their participation to a minimum.
