Verkhovna Rada Prepares Changes for the Development of Industrial Parks in Ukraine

The Committee of the Verkhovna Rada on Economic Development has approved a package of legislative initiatives aimed at further developing industrial parks in Ukraine. Bill No. 12117, which has already received committee support, is being prepared for consideration in the second reading.

State of Development of Industrial Parks

As of the end of last year, there are 25 factories operating or under construction in Ukrainian industrial parks. The total area of industrial real estate in these parks exceeds 100,000 square meters, and approximately 180 MW of electrical capacity is planned for connecting enterprises. In recent months, new enterprises have started operations in the parks, including a factory for processing industrial hemp, an agro-processing facility, and a construction materials factory by the Finnish company Peikko Group. At least 10 new factories are currently in the active construction phase.

Main Provisions of Bill No. 12117

Bill No. 12117 provides for comprehensive regulation of the activities of industrial parks in Ukraine. The document contains several key innovations, including:

  • clear distribution of functions among all participants in the parks;
  • introduction of the concept of eco-industrial park;
  • removal of time limits for small electricity distribution systems to acquire capacity.

The implementation of these changes aims to enhance the investment attractiveness of industrial parks and expand their capabilities for attracting new enterprises.
