The Verkhovna Rada of Ukraine has supported the draft law “On the Basic Principles of Housing Policy” in its first reading, effectively launching a large-scale reform in the area of housing provision for citizens. The initiative aims to address urgent issues related to housing accessibility for broad segments of the population.

Key Stages of Reform Implementation
As reported by the head of the Committee on Regional Development and Urban Planning, Olena Shuliak, the adoption of this document is part of the Ukraine Facility program, which provides for financial assistance to Ukraine amounting to €50 billion by 2027. Meeting the relevant obligations by the fourth quarter of this year will allow Ukraine to receive an additional €300 million.
“At the same time, according to Shuliak, for the full-fledged start of the housing reform, two more important draft laws will be prepared and adopted – ‘On the Social Housing Fund’ and a draft law on the management of this fund. Work on the first one is already underway, as the deadline for its adoption under the Ukraine Facility is the fourth quarter of 2026.”
New Opportunities for Those in Need of Housing
According to the deputy, the housing reform provides for the creation of conditions for citizens who do not have sufficient financial resources to purchase housing. In particular, two main formats of temporary housing will be implemented: social rental and rental with the right to buy. Additionally, temporary service housing will be provided for certain categories of citizens.
The development and adoption of additional draft laws, including those concerning the establishment of a social housing fund and mechanisms for its management, are to be completed by the end of 2026. This will allow for a comprehensive approach to solving the housing provision problem and ensure affordable housing for the most vulnerable citizens of Ukraine.
