Car owners in Ukraine in 2025 should carefully monitor the rules for undergoing technical inspections to avoid issues with the police and border guards. The technical inspection is a mandatory procedure for vehicles used for commercial transportation. However, in several cases, it also applies to private cars, especially if there are plans to travel abroad.

Prices for Technical Inspection and Required Documents in 2025
In May of this year, the cost of the technical inspection increased. For passenger cars, the procedure costs 1700 hryvnias, while for trucks, it costs 2300 hryvnias. Previously, the prices were 1050 and 1500 hryvnias, respectively. To undergo the inspection, the vehicle owner must have the vehicle registration document and a citizen’s passport. If the inspection is conducted under a power of attorney, the relevant document must also be provided.
Which Vehicles Are Subject to Mandatory Inspection and Features of Traveling Abroad
Mandatory technical inspections must be conducted for vehicles used for commercial transportation. An exception is passenger and cargo vehicles (with a carrying capacity of up to 3.5 tons) that have been in operation for less than two years. Passenger cars, mopeds, and motorcycles do not require inspection if they are not involved in transporting passengers or cargo for profit.
However, additional requirements may arise when crossing the border. If your vehicle or motorcycle is over two years old, border guards may request a document confirming the completion of the technical inspection. Therefore, drivers planning to leave Ukraine are advised to obtain an international technical inspection certificate in advance.

The cost of the international technical inspection certificate for traveling abroad currently ranges from 2600 to 3000 hryvnias. It is also necessary to arrange insurance for travel outside Ukraine—a “green card.” The price for 14 days ranges from 1047 to 1214 hryvnias.
Responsibility for Ignoring Technical Inspection
If the mandatory technical inspection procedure is ignored, drivers face administrative liability under Article 121 of the Code of Ukraine on Administrative Offenses. The fine for the first violation is 340 hryvnias. In case of a repeated violation, the fine increases to 1700 hryvnias, and there may be a suspension of the right to drive a vehicle for a period of three months to six months, as well as administrative arrest for 5–10 days (although such a measure is rarely applied).
