The President of Ukraine, Volodymyr Zelensky, expressed his position regarding the legalization of firearms for civilians. According to him, it is necessary to reach a clear decision on this issue, which requires a comprehensive approach and great responsibility. Zelensky emphasized the importance of legislative regulation on this matter and urged government officials, particularly the Ministry of Internal Affairs, to work together with members of parliament and relevant committees to develop an appropriate concept.

“I agree with society and experts that we need to put a definitive end to this issue, although it is not simple, as it carries great responsibility. However, the necessary changes must be made exclusively at the legislative level, so I expect government officials, primarily from the Ministry of Internal Affairs, to work together with parliamentarians and their colleagues from the relevant committee to present this concept,” he told reporters.
Positions of Government Representatives on Gun Legalization
Zelensky confirmed his readiness to cooperate on regulating the issue together with the involved structures. At the same time, the head of the President’s Office, Kyrylo Budanov, opposed the idea of mass legalization of firearms for civilians. He believes that the proliferation of weapons among the population does not guarantee increased security and may lead to a rise in violence in society.
Discussion on Legislative Changes and Prospects
After the terrorist attack in Kyiv on April 18, Interior Minister Ihor Klymenko supported the idea of granting the right to possess firearms, particularly handguns, to civilians. He emphasized that people should have the opportunity to protect themselves using weapons. According to Klymenko, public discussions will soon be organized with the participation of members of parliament, representatives of civil society, journalists, and the veteran community to finalize the draft law on civilian firearms.
It is worth noting that back in February 2022, the Verkhovna Rada adopted in the first reading draft law No. 5708, which provides for granting civilians the right to possess firearms. However, further consideration of this document was suspended and has not yet been completed.
