Unemployment Benefits in Ukraine in 2025: Conditions, Amounts, and Duration

In 2025, the issue of receiving unemployment benefits remains important for many citizens of Ukraine. Ongoing military actions, economic instability, and changes in the labor market have led to an increased demand for government support for those who have lost their jobs and are seeking new employment opportunities.

Who is Eligible for Unemployment Benefits

In 2025, individuals who are temporarily unemployed and have insurance experience, young people after completing or discontinuing their studies, as well as those who have been discharged after mandatory or alternative service and are looking for their first job, are entitled to unemployment benefits. Payments are assigned and made by employment centers through banking institutions. Generally, payments are made at least twice a month, but at the request of the unemployed, a monthly payment is also possible.

Amount and Duration of Payments in 2025

The amount of benefits depends on several factors: insurance experience (overall and for the last year), the reason for dismissal, and previous income or salary. The minimum amount of benefits in 2025 is 3,600 hryvnias per month — this applies to individuals with less than 7 months of insurance experience, as well as internally displaced persons and residents of occupied territories.

For insured individuals with more than 7 months of experience, the amount of benefits is determined as a percentage of the average monthly salary but cannot be less than the minimum threshold of 3,600 hryvnias. Young people without experience and those dismissed for violations of labor legislation receive 1,500 hryvnias per month. The maximum amount of benefits is limited to 8,000 hryvnias per month, and during the period of martial law, this amount cannot exceed the minimum wage as of January 1 of the current year.

The duration of receiving benefits is determined by insurance experience:

  • up to 3 years — 180 days;
  • from 3 to 6 years — 210 days;
  • from 6 to 12 years — 240 days;
  • from 12 to 18 years — 270 days;
  • from 18 to 24 years — 300 days;
  • from 24 to 30 years — 330 days;
  • over 30 years — 360 days.

For internally displaced persons and young people, benefits are paid for no more than 120 days, and for individuals of pre-retirement age — up to 720 days. However, during the period of martial law, the duration of payments is reduced: no more than 90 days, and for individuals of pre-retirement age (one year before the right to a pension) — up to 360 days.
