Revenue Growth and Key Reasons for Success
According to the Deputy Chairman of the Verkhovna Rada Committee on Economic Development, Dmytro Kysylevskyi, as of April 28, 2026, Ukrzaliznytsia sold 69.7 thousand tons of scrap metal for a total of 439.9 million UAH. This result exceeds last year’s volume of sold scrap by 16.7%, and the amount of funds received is 10% higher compared to the same period in 2025.
“The government’s efforts to bring order to the scrap market are yielding results. One of them is that Ukrzaliznytsia is finally increasing its own revenues from the sale of this raw material. In the first four months of 2026, it generated more revenue from the sale of scrap metal than in the entire year of 2025. Specifically, as of April 28, UZ sold 69.7 thousand tons of scrap metal for a total of 439.9 million UAH. This respectively exceeds the annual figures of 2025 by 16.7% and 10%,” he wrote on his Facebook page.
All sold raw materials are intended for domestic processing by Ukrainian metallurgical and foundry enterprises. The funds raised by the company are directed towards updating rolling stock and strengthening financial stability.
Impact of State Policy and Reforms on the Scrap Market
Dmytro Kysylevskyi explained that the improvement in Ukrzaliznytsia’s financial results is related to two key factors. First, the government established a zero export quota on scrap metal, which eliminated uncertainty and halted speculation in the market. According to the Member of Parliament, in 2025, when exports were rampant, the company did not meet its sales plan for scrap and missed out on the planned funds. In contrast, in 2026, in the absence of exports, revenue increased.
Second, the new management of Ukrzaliznytsia optimized the auction process. They became more transparent and understandable for participants. The practice of unloading scrap by trucks was also stopped, and transportation by rail cars was reinstated, which is beneficial for the company as the freight tariff brings additional income.
According to Kysylevskyi, the sale of scrap is an important source of financial support for the company, as well as stimulating the operation of domestic metallurgical enterprises and creating additional freight traffic for the railway. He emphasized that limiting the export of raw materials and directing them towards the needs of domestic industry is a priority of state policy to support Ukrainian producers.
