Ukrainian Cities to Receive Government Support for Implementing Energy Efficiency Projects

The Ministry of Community and Territorial Development of Ukraine, in collaboration with the SPARC Program, has announced a competition for urban communities aimed at promoting energy efficiency and the development of municipal enterprises.

Comprehensive Support for Communities

Within the framework of the competition, Ukrainian cities will be able to receive a wide range of assistance. In particular, this includes expert and technical support for energy planning, modernization of heating supply, implementation of digital solutions for updating energy systems, as well as assistance in the development and implementation of investment projects involving international financial organizations. Additional tools for the development of municipal enterprises are also provided. Applications can be submitted until October 3, 2025.

Examples of Successful Initiatives in the Regions

At the same time, large-scale energy efficiency projects are already being implemented in various regions of Ukraine. In Chortkiv, in the Ternopil region, with financial support from international partners amounting to over €500,000, three solar power plants with a total capacity of 340 kW have been launched. They will provide about 20% of the electricity needs for the city’s water supply and sewage systems. The implementation of this project became possible, in particular, thanks to cooperation with the Nordic Environment Finance Corporation (NEFCO), which is also implementing an initiative to create a modern water supply system in the Pervomaisk community in Mykolaiv region.

In Vinnytsia, with the support of the city council, a major manufacturer of heaters and heating equipment, “Termiya,” has installed its own solar power plant with a capacity of 236 kW.

Cities will receive comprehensive support: expert and technical assistance with energy planning and heating supply; implementation of digital solutions for system modernization; support in the development and implementation of investment projects involving international financial organizations; other tools for the development of municipal enterprises.
