Tax Benefits for Electric Vehicle Imports Being Abolished in Ukraine: What Consumers Can Expect

In Ukraine, tax benefits for the import of electric vehicles will be abolished in 2025, which could significantly impact prices for end consumers. The relevant amendment No. 1061, which proposed extending tax relief for another year, was rejected by the government, despite being supported by 248 members of parliament.

Reasons for the Abolition of Benefits for Electric Cars

The main reason cited by the Ministry of Finance for not extending tax benefits is the need to reduce budget losses. The ministry emphasizes that maintaining tax relief would negatively affect the revenues of the state treasury, which are particularly important given the current economic situation.

In addition to financial aspects, an important role in this decision was played by the memorandum signed by Ukraine with the International Monetary Fund (IMF). According to the provisions of this document, the state committed to reducing tax preferences to achieve macroeconomic stability and fulfill international obligations.

What Are the Consequences for the Electric Vehicle Market

The refusal of tax benefits means that the import of electric vehicles into Ukraine will again be subject to taxes, including VAT and excise duty. This could lead to an increase in prices for new electric cars and a decrease in their availability for Ukrainian citizens.

“For those who were hoping for an extension of the electric vehicle benefit for another year – do not expect it. Despite the amendment being considered in the Rada, it was rejected by the Government,” wrote Yaroslav Zheleznyak on his Telegram channel.

Yaroslav Zheleznyak also noted that the chance to reconsider this decision remains minimal. He is convinced that tax benefits for electric cars will not return anytime soon.

Thus, Ukrainians should prepare for new pricing conditions in the electric vehicle market in 2025, as well as a possible slowdown in the pace of electric vehicle transformation in the transportation sector.
