The Cabinet of Ministers of Ukraine has approved a decision to attract grant funds amounting to $1.26 billion. The funding will be provided through the International Bank for Reconstruction and Development (IBRD) and the International Development Association, which are part of the World Bank structure.

Conditions for Grant Acquisition
According to the government decree dated March 18, 2026, No. 244-r, the grant is aimed at supporting the general fund of the state budget of Ukraine. The acquisition of funds is carried out in accordance with the terms of the agreement between the governments of Ukraine and Japan, signed on April 18, 2025. The grant amount is equivalent to 193.45 billion Japanese yen.
“To approve the acquisition of a grant for budget support from the International Bank for Reconstruction and Development and the International Development Association (acting as the executing agency of the Financial Intermediary Fund to facilitate resource mobilization for investment in strengthening Ukraine) in the amount of $1.258 billion.”

In addition, Norway has announced the provision of additional financial assistance to Ukraine. In particular, the country will allocate $200 million through the World Bank’s PEACE project, which will also be directed to support the state budget of Ukraine.
The attraction of international grants allows the Ukrainian government to strengthen financial stability amid ongoing challenges and support key state programs.
