The Verkhovna Rada has initiated a reform of the state support system for citizens by approving draft law No. 15094 in the first reading. The document provides for the creation of basic social assistance for Ukrainians with low incomes, replacing several separate payments.

The initiative was developed in collaboration with members of parliament and the Ministry of Social Policy, Family, and Unity. The reform will consolidate several types of social payments into a unified system, including:
- assistance for low-income families;
- payments for single mothers;
- support for large families;
- temporary assistance for children whose parents do not pay alimony;
- payments for individuals without pension rights and people with disabilities.
Principles of assistance calculation
The payment will be based on a transparent formula: basic level of support minus the actual income of the family. To do this, the average monthly income of the household for the last quarter will be taken into account. The basic amount of assistance will be determined annually during the adoption of the state budget, but it cannot be less than the minimum subsistence level for working-age individuals.
Expanding the role of communities in social support
The reform provides not only financial assistance but also the opportunity to receive social services in communities. Families in need of support will be able to access social accompaniment, assistance in solving everyday issues, support for children, consultations, and adaptation programs.
In the state budget for 2026, 9.2 billion hryvnias has already been allocated for the implementation of the new system. The draft law will be refined for the second reading, after which parliament will consider it for final approval.
Additionally, Ukrainian pensioners who have changed their place of residence, including those who have left temporarily occupied territories, can transfer their pension payments to a new address by submitting a relevant application to the Pension Fund of Ukraine.
