Ukraine is preparing new changes to the mobilization process, which aim to increase the number of servicemen serving under contract. This approach will reduce reliance on compulsory mobilization and make military service more predictable for citizens.

Contract Service and Social Guarantees
According to Venislavskyi, a significant portion of those mobilized are willing to sign a contract for a term of two to five years. The contract form of service includes financial incentives as well as clearer guarantees of social and legal protection for servicemen.
“When we ensure maximum engagement of citizens in the contract, while minimizing the number of mobilized individuals, it will significantly shift the focus of mobilization efforts,” he noted.
At the same time, to implement the new rules, it is necessary to coordinate financial mechanisms with the government, particularly with the Ministry of Finance, to guarantee the corresponding payments under the contract.
Timeline for Implementing New Approaches
The developed proposals for changes are expected to be presented for broad public discussion very soon, approximately in February-March. It is anticipated that after the discussion, they will be submitted to parliament for approval.
The implementation of new approaches should allow a focus on voluntary contract service, which, in turn, will reduce the number of conflict situations and increase the predictability of the entire mobilization system.
