Ukraine may implement its first toll highway project, which involves collaboration between the state and private business. This concerns the construction of a modern expressway that will connect the city of Kovel in Volyn with the “Yagodyn-Dorohusk” border crossing on the Ukrainian-Polish border.

Details of the Future Highway Project
Deputy Minister of Development Serhiy Derkach reported that this is the first instance where the state is considering a public-private partnership format specifically for the construction of a new highway, rather than just the repair of an existing road. The project includes a complete reconstruction of the route and its expansion to four lanes. On the Polish side, construction of the highway is already underway, which could potentially be extended to Kovel — an important transport hub where railway and road routes intersect.
“On the other side, Poland is building a highway, and it would be good to extend it to Kovel — there is both a railway hub and further road connections. This will be a good case that we will try to work on,” noted Derkach.
Financial Model and Route Selection
Several possible routes are being considered for the implementation of the project, which can provide convenient connections between Kovel and the border. The maintenance of the highway is planned to be handed over to private companies under concession terms. The main criterion for route selection has been the high traffic intensity towards the “Yagodyn-Dorohusk” border crossing. It is this significant transport flow that allows for the creation of an economically viable concession model, which will facilitate attracting investors.
