Ukraine Plans to Attract Over $2 Billion in Investments for Critical Materials and Green Technologies by 2030

Ukraine has ambitious plans for the development of sectors related to the extraction and processing of critical materials. The country possesses significant reserves of titanium, graphite, manganese, lithium, uranium, and other resources that play a key role in modern industry and renewable energy. The authorities have announced their intention to create facilities for the production of components for batteries, solar panels, and defense technologies.

Strategic Goals and Investment Opportunities

According to Deputy Minister of Economy Andriy Telyupa, in the next five years, Ukraine aims to attract investments totaling over $2 billion and implement more than 20 innovative projects in the field of critical materials and green technologies. The state strategy envisions transforming Ukraine from a raw material exporter into a manufacturing platform for green & defense tech within the European Union.

“The goal is to attract over $2 billion in investments and launch more than 20 projects within five years. In the long term, Ukraine should become not only a raw material exporter but also a manufacturing base for green & defense tech within the EU,” he added.

Industrial Ramstein: A New International Initiative

To accelerate industrial development, the government has initiated the “Industrial Ramstein” project, which is based on the principles of international cooperation and resource pooling. Its aim is to mobilize external assistance for the modernization and technical re-equipment of enterprises. The program includes the transfer of equipment as humanitarian aid, partial funding for purchases, and the involvement of export credit agencies to reduce credit risks and lower borrowing costs. Special attention is given to the certification of production according to international standards.

Ukraine also has significant competitive advantages in machine engineering, the IT sector, and renewable energy, which allows for attracting international investors and expanding cooperation with European partners.
