Ukraine Needs 9.5 GW of New Generating Capacity for Its Energy System

Ukraine needs to increase approximately 9.5 GW of new generating capacity in the near future due to the effects of Russian shelling on energy infrastructure and the constant rise in electricity demand. This assessment was made during a meeting between the Chairman of the Board of NEC “Ukrenergo” Vitaliy Zaichenko and entrepreneurs at a CEO Club meeting.

Key Directions for Generation Development

According to Vitaliy Zaichenko, the rapid construction of various types of power plants in priority regions is necessary to ensure the stability of the energy system. Among them are highly maneuverable gas generation, biomass thermal power plants, energy storage systems, and renewable (“green”) energy facilities. An individual balance must be developed for each region based on geographical features and the capacity for electricity transmission from nuclear power plants.

“The estimated cost of such construction is over 8 billion euros,” said the head of “Ukrenergo.”

Partnership Between State and Business

Effective cooperation between the public and private sectors is already demonstrating positive results. In particular, thanks to four special auctions for the provision of ancillary services held in 2024–2025, 464 MW of completely new highly maneuverable generation has been added to Ukraine’s energy system. These capacities significantly support energy workers during peak loads.

The government is preparing a second competition for the construction of new generating capacities with differentiated tariffs for facilities in the Left Bank and Right Bank of Ukraine. At the same time, work continues to ensure stable energy supply for energy-intensive industries, including the mining and metallurgical complex and cement production, where the cost of electricity is crucial.
