The President of Ukraine, Volodymyr Zelensky, signed a decree implementing the decision of the National Security and Defense Council regarding the application of sanctions against maritime vessels that are part of the shadow military-logistical fleet of the Russian Federation.

The sanctions package covers vessels transporting cargo for the military needs of the Russian Federation
The sanctions list includes 29 civilian commercial vessels that are regularly involved in transporting large volumes of weapons, ammunition, military equipment, and personnel of the Ministry of Defense of Russia. These vessels are used to meet the logistical needs of the Russian military machine and serve as a key link in supplying resources to continue the aggression against Ukraine.
Coordination with international partners
Most of the mentioned vessels are already under sanctions from the USA, the European Union, and the United Kingdom. Ukraine plans to increase pressure on other vessels that have not yet come under international restrictions by coordinating actions with Western partners to synchronize sanctions lists. This is intended to complicate the maneuvers of the Russian fleet and limit Russia’s capabilities for maritime transportation of military cargo.
“Sanctions are a tool for systematically limiting Russia’s ability to wage war. Today’s package highlights the channels for supplying weapons to the Russian army; we will see which ports will now accept these vessels,” emphasized Vladyslav Vasyuk, advisor and authorized representative of the President on sanctions policy.
