Ukrainian Farmers Oppose the Cancellation of Tariffs on Vegetables from Turkey

Ukrainian greenhouse vegetable producers are urging the government to maintain anti-dumping tariffs on the import of cucumbers and tomatoes from Turkey. This position was voiced by the industry during a press conference, emphasizing the need to protect the national producer from excessive imports.

Arguments for Maintaining Tariffs

According to expert Angela Makhinova, anti-dumping tariffs are a widely accepted international practice used by the USA, European Union countries, and even Turkey itself to support their own agricultural sector. She emphasized that such measures are important for the stability of the Ukrainian vegetable market.

“Anti-dumping measures are standard international practices for protecting the national producer. She stressed that such mechanisms are actively used by the USA, European Union countries, and Turkey itself.”

Roman Hordiy, a representative of the Uman Greenhouse Complex, reported that in 2025 and the first quarter of 2026, industry enterprises invested over 30 million dollars, paid about 600 million hryvnias in taxes, and provided jobs for nearly 1500 workers. These figures indicate a significant contribution of the greenhouse sector to the national economy.

Impact of Turkish Imports on the Ukrainian Market

Anti-dumping tariffs on Turkish cucumbers and tomatoes were implemented in July 2025 after a 15-month investigation that established facts of dumping and its negative impact on Ukrainian producers. According to market participants, about 50% of cucumbers and tomatoes consumed in Ukraine are imported from Turkey. The share of Turkish cucumbers in the market reaches approximately 90%, while that of tomatoes is about 75%.

Producers emphasize that time is needed to form a positive effect from protective measures, as they have only been in effect since last year. Maintaining tariffs will allow Ukrainian greenhouse farms to gradually restore production and strengthen their positions in the domestic market, which will contribute to the development of the industry and the creation of new jobs.
