Ukrainians are being warned about a potential electricity shortage during the winter of 2025, which may lead to prolonged and regular power outages. According to preliminary forecasts from energy experts, this winter the country may face an electricity supply scheme of “4 on 2”: four hours without power and two hours with electricity.

Which Regions Are Most Vulnerable
The most challenging situation is expected in the border and frontline regions of Ukraine. The list of the most at-risk areas includes Chernihiv, Sumy, Kharkiv, Zaporizhzhia, Dnipropetrovsk, Mykolaiv, Odesa, and Kherson regions. Here, due to proximity to combat zones and constant attacks, the energy infrastructure suffers the most damage.
Issues with Protecting Energy Facilities
One of the main reasons for the possible electricity shortage is the inadequate level of protection for energy facilities against massive attacks. Limited air defense capabilities do not allow for guaranteed safety of energy enterprises.
“If 30-50 drones and missiles are targeting one facility, even the most powerful systems cannot intercept everything. Sometimes, just one precise hit is enough to disable a power unit,” he explains.
According to experts, damage to substations can be repaired within two to three weeks. However, even after restoring equipment, it is challenging to ensure the necessary level of generation to meet consumer demand.
Thus, emergency outages are already occurring in many regions of the country, and the situation may significantly worsen in winter. Energy workers advise citizens to prepare in advance for potential power interruptions.
