The Ukrainian authorities expect to attract over $45 billion in external financial support in 2026, despite the corruption scandal in the energy sector. In particular, the government hopes to receive a reparations loan from the European Union, necessary for stabilizing the economy and overcoming the consequences of the war.

Position of the National Bank and Government on the Reparations Loan
The head of the National Bank of Ukraine, Andriy Pyshny, expressed confidence in the possibility of obtaining a reparations loan from the EU. According to him, there are all the necessary arguments for making such a decision, and he hopes it will be made as soon as possible. Pyshny also emphasized that under the baseline scenario, Ukraine expects over $45 billion in international financial assistance in 2026, and approximately $39 billion in 2027. From 2022 to 2024, the country has already received $162 billion in external support.

International Support and the Position of EU Countries
Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka emphasized that the corruption scandal involving President Volodymyr Zelensky’s inner circle has not affected the consultations regarding the possibility of providing Ukraine with a reparations loan. At the same time, according to the Ministry of Finance, the uncovered needs for external financing for 2026-2027 are estimated at $61 billion. This year, the amount of external financial support has already reached $45 billion.
Despite this, Hungary continues to urge the European Union to stop funding Ukraine, citing corruption scandals within the country.
