Ukraine is Developing an Employment Strategy to Overcome Market Challenges

Ukraine is currently developing an Employment Strategy that addresses the structural challenges of the labor market, demographic changes, and the consequences of the war. The main goal of this initiative is to promote economic development by reducing unemployment, ensuring equal access to quality jobs, and creating a flexible, inclusive employment system. According to forecasts, the unemployment rate in Ukraine will be 10.9% by 2025. At the same time, last year, 389,000 people registered as unemployed, but the actual number of jobless individuals is significantly higher.

Key Areas of the Strategy

The future strategy will encompass several key areas, including:

  • creating new jobs through support for small and medium-sized enterprises, attracting investments, and developing social entrepreneurship;
  • professional retraining and upskilling based on current market needs;
  • inclusivity in the labor market, including flexible and remote forms of employment for youth, women, veterans, and people with disabilities;
  • reforming the employment service, which includes the digitization of services, updating the Labor Code, and establishing effective cooperation with employers.

The presentation of the labor market research results and the first version of the concept is scheduled for June. The final version of the Employment Strategy is expected to be published in the fall of 2025.
