The Ministry of Community and Territorial Development has announced that 25 communities from various regions of Ukraine are ready to join the experimental project to create a social rental housing fund. The initiative involves the construction of municipal apartments that will remain the property of the communities and will be rented out at rates lower than market prices.

Who will receive social housing
The primary recipients of such housing will be internally displaced persons, veterans, large families, people with disabilities, as well as workers in social and critical infrastructure. Communities that have already accepted a significant number of displaced persons or are located in regions affected by hostilities or temporary occupation have shown particular activity in submitting applications.
Geography and organization of the pilot project
Among the communities that submitted applications, there are seven regional centers: Lviv, Zhytomyr, Mykolaiv, Kharkiv, Khmelnytskyi, Kropyvnytskyi, and Poltava. Additionally, applications have been received from Kremenchuk, Drohobych, Bucha, Voznesensk, Zbarazh, Berdychiv, Obukhiv, and other cities from nine regions of the country.
A separate category consists of communities whose territories are still under temporary occupation. In particular, the Sievierodonetsk City Administration proposed to implement the project in the village of Halepya in Kyiv Oblast, while the Bakhmut City Council suggested it for the Hoshchanskyi settlement territorial community in Rivne Oblast.
According to the selection procedure, a special commission will choose between three to five communities to participate in the pilot phase of the investment project. The implementation of the initiative, supported by the European Investment Bank and the European Commission, is planned for two years. A total budget of 100 million euros is allocated: half of this amount will consist of loan funds, and the rest will come from grant financing.
