The Ministry of Community and Territorial Development of Ukraine, together with the United Nations Children’s Fund (UNICEF), has signed a memorandum of understanding that outlines extensive cooperation in the areas of water supply, sanitation, heating, and energy.

Key Areas of Cooperation Between the Ministry and UNICEF
As reported by the Deputy Prime Minister for Reconstruction – Minister of Community and Territorial Development Oleksiy Kuleba, the signed framework agreement covers not only the modernization of water supply, heating, and energy infrastructure but also the implementation of reforms in regional development and public finance management. Special attention is given to issues of child protection and preventing family separation, particularly during evacuations and at railway stations.
“This framework for close cooperation encompasses strengthening water supply, sanitation, heating, and energy systems, as well as reforms in regional development and public finance management. These and other areas were discussed during a meeting with the head of the UNICEF Representation in Ukraine, Anne-Claire Dufay,” Kuleba wrote.
Technical Assistance and Community Support
According to Kuleba, UNICEF has already delivered over 100 generators to Ukraine with a total capacity of more than 15 MW, as well as backup power sources and steel solutions in the field of solar energy. This equipment is aimed at ensuring uninterrupted water supply and drainage in Ukrainian communities. In addition, the organization will provide technical support to the Ministry regarding the updating of legislation, digitalization of the public investment management system, and its synchronization with the budget process. As a result, communities will be able to more effectively attract funding for recovery programs focused on children and youth.
The importance of supporting families with children, especially during evacuation efforts, is also emphasized. With UNICEF’s support, a one-time cash assistance payment is planned for children with disabilities in subgroup A. Payments will be received by 8,700 families from Chernihiv, Dnipropetrovsk, Donetsk, Kharkiv, Kherson, Mykolaiv, Odesa, Sumy, and Zaporizhzhia regions. Each family will receive 6,500 hryvnias.
