Ukraine and Turkey have agreed to expand quotas for international cargo and passenger transport, and announced the start of joint work on the digitalization of the permit system for carriers.

Increase in Quotas for Cargo and Passenger Transport
According to the Deputy Prime Minister for Reconstruction, Minister for Communities and Territories Development Oleksii Kuleba, both countries have agreed to provide an additional 300 permits for cargo transport to and from third countries for 2026. This is a 10% increase compared to the previous quota. In addition, the parties agreed on another 300 permits for bilateral passenger flights, while the previous annual quota was 400 permits.
Importantly, by 2027, the number of permits for passenger transport between Ukraine and Turkey is planned to increase to 700, which will significantly strengthen transport links between the countries.
Digitalization of the Permit System
Deputy Prime Minister Oleksii Kuleba also emphasized the importance of implementing electronic permits for international transport. Ukraine and Turkey are starting work on creating a digital system that aims to make the document processing for carriers more convenient and transparent.
“Additional permits will be available to Ukrainian carriers at the issuance points soon.”
Furthermore, Ukraine continues active dialogue with other European countries regarding the development of transport infrastructure. Recently, Oleksii Kuleba and Spain’s Minister of Transport Oscar Puente discussed joint projects in the field of rail transport and the integration of Ukraine into the European transport network.
